$4.2 million Consent Item

Sutter County Board of Supervisors apparently considers that a $4.2 million transfer of funds to be “routine.

According to the Appeal Democrat, “Assistant County Administrator Curt Coad called the transfer routine.”

Consent Calendar items are defined as routine in nature. Merriam-Webster Online dictionary defines “routine” as, “of a commonplace or repetitious character”. How often does the Sutter County Administration transfer such funds?

The Appeal Democrat continues “’Mr. Stark asserts, in effect, that this is a major policy issue that should not have been placed on the consent calendar. His office has made these transfers routinely without Board approval since fiscal year 1992-93. Given this history, he may wish to explain why, suddenly, the transfers are a major policy issue,’” Coad wrote in a memo to supervisors.”

I wonder why Mr. Stark would question the transfer? Is it that using the Consent Calendar makes it more difficult for the public to ask questions? This looks suspiciously like other adjustments that have now been criminalized by the Board of Supervisors.

It appears as if the Sutter County Administration is gearing up to run a member of “Team Sutter” for the Auditor’s position. “Kinnison ran against Stark in 1998 and lost. At the time, she supervised the Business Division in the county Assessor's Office.” A gratuitous statement by the Appeal Democrat but a telling statement nonetheless.
