Compassionate Conservative?

A few days ago I wrote about Republican Power – Is It Over?

The Washington Times Editorial "A marriage of convenience" demonstrates that the Republicans are searching for ideas - from the liberal playbook.

Apparently Senator Sam Brownback, Kansas Republican has decided to co-opt a purely liberal idea and re-wrap it into a “compassionate conservative” piece of legislation ("marriage development accounts"). Mr. Brownback wants to give cash from our pockets to people in Washington D.C. who earn less than $50K and are either married or engaged.

Simply stated, this is a liberal idea being co-opted by a “conservative” to bribe people to follow the Senator’s ideology (marriage). Can the Senator tell me where in the Constitution the Senator finds language for for this type of giveaway?
