Now that the refinance is complete it is time to return to managing the utility in a way that produces the lowest possible rate while maintaining the required covenants. The public should keep a watchful eye to make sure the City of Susanville meets its new requirements.

Being mayor sometimes means that you have to do things that you really don’t want to do. My preference was to end HUSA but the council made a decision and I implemented the policy and negotiated with HUSA to the benefit of the public.

They will also hit the medical profession to pay a “Medicaid” reduction tax that requires a tax on the gross amount billed, not the adjusted payment amount, to be taxed like a sales tax.

There isn’t a lot of fat in city spending. Any negative that impacts revenue or increases expenses could present some important challenges during the next fiscal year.

The 2006 election was the start of the change in direction of the City Council. I defeated Mary Fahlen, Rocky Joy resigned last year, and now Joe Franco is elected to replace Rod De Boer.
